FROM BLUEPRINT TO OPERATIONAL EXAM

OUR TEST DEVELOPMENT AND PSYCHOMETRICS PROCESS

advanced divider

Every successful assessment begins with a clearly defined blueprint. Before items are written or forms are assembled, organizations must identify the knowledge, skills, abilities, and competencies that the assessment is intended to measure.

TesTrac works with program leadership and subject matter experts to establish a defensible blueprint that aligns assessment content with organizational objectives, job requirements, certification standards, or learning outcomes.

A proven, structured approach that ensures defensible, valid, and reliable assessments.

PHASE 1: Weeks 1-3

Program Discovery

Engagement begins with a structured discovery process in which TesTrac's psychometricians meet with your program leadership to understand the assessment program’s purpose, candidate population, existing content resources, and any legal or accreditation requirements that will shape the exam's design. A project timeline and responsibility matrix is established at this stage, identifying your subject matter expert contributors and the review milestones that will govern the development process.

PHASE 2: Weeks 3-8

Job Task Analysis & Blueprint Development

A formal job task analysis or practice analysis establishes the domain structure of the exam, including the knowledge, skills, and abilities the assessment is intended to measure and the relative weight each domain should carry. This analysis is typically conducted through a survey of relevant practitioners or stakeholders and reviewed by a content advisory panel. The output is a validated exam blueprint that governs all subsequent item development and serves as the foundational documentation for accreditation submissions.

PHASE 3: Weeks 6-20

Item Development & Review

Subject matter experts author items within TesTrac's platform, guided by item writing standards appropriate to the exam type. Items move through a structured review workflow that includes content accuracy review, editorial review, and bias and sensitivity review before being approved for the item bank. TesTrac psychometricians provide ongoing guidance to item writers and review panels throughout this phase, ensuring that content meets measurement quality standards before it is used in a live administration.

PHASE 4: Weeks 16-24

Form Construction & Pilot Testing

Once a sufficient item bank has been developed and reviewed, initial exam forms are constructed according to blueprint specifications. Where the program timeline and candidate volume support it, pilot items are embedded in operational forms to gather performance data before items contribute to scores. Form construction is documented with blueprint compliance reports confirming that each form meets content and statistical specifications.

PHASE 5: Prior to First Operational Administration

Standard Setting

A standard-setting study is conducted using your content experts and a recognized methodology to establish the passing standard. TesTrac facilitates the panel process, provides statistical support, and produces a standard-setting report documenting the methodology, panel composition, and resulting cut score recommendation for program leadership review and approval.

PHASE 6: Continuous

Ongoing Administration & Program Improvement

After each administration, automated psychometric analysis generates reliability reports, item performance reviews, and flagged content for revision. Annual or biennial program reviews assess the exam blueprint's continued validity and identify items approaching the end of their useful life. TesTrac psychometricians are available for ongoing consultation as your program evolves.
